SEC. 217. Actual Use of Real Property as Basis for Assessment. - Real property shall be classified, valued and assessed on the basis of its actual use regardless of where located, whoever owns it, and whoever uses it.

But there is also under sec 20 of ra 7160 that a city can reclassify agricultural to any other uses may, through an ordinance passed by the saggunian after conducting public hearings for the purpose ,authorize the reclassification of agricultural lands and provide for the manner of their utilization or disposition
A portion of irrigated land was sold to a private individual who is presently building its 2 storey house. When the buyer applied for its electrical and bldng permit he was told that the lot be converted to residential first from agricultural lot. Can i apply sec 217 of RA7160?
My uncle owns a property being used by our local gavernment unit as a childrens park. They are not paying rent. Is it tax exempt for real property tax?
